Tiered

A tiered skirt or dress contains multiple tiers, or layers, of fabric which fall vertically along the garment.

A tiered skirt (or dress) is classically a straight-cut skirt, with a series of flounces either in a circular pattern or on the straight of the material. This style was first made popular in the 1840s, but its still going strong some 170 years later.
