just looks like a tank top with chiffon haphazardly attached. give the tank a little more ... something? cuter sleeve or something?

This shirt would be a bit difficult to wear because there is nothing you can wear with it! Skirts are not an option because you cannot tuck it in due to the sheer overlay, and you cannot leave it untucked because the skirt would bunch up and not look right under the shirt. Jeans would not make the look flattering either,
