love the bottom part of the dress, try a different approach with the same design as the base of the dress.

I love the color and the skirt. The top is nice too, but where the top and the skirt meet at the waist I lose interest. I think something more could be done there, maybe a black band perhaps and really short and tiny sleeves that look like the ones that Wendy had in the Disney version of Peter Pan?

This dress seems willing to rely on its hem as enough of a point of interest to carry the entire dress. The color is nice, but there is very little else of interest going on. The hem, sadly, is sharp while the rest of the dress seems to prefer a lighter, rounder feel. They don't go together.
