I would take the hemline and change it. A ruffle directly on the hip doesn't flatter. But making it one long tier with a bubble hem would improve it. Also length-en the sleeves a little. Give the skirt a brighter and quirker print. (Navy and Red sailboats. Or Cream and Black writing.) Darken the color of the top so it is not so sheer. Change the zipper to a jaunty little sheer bow. I think that would make this dress just perfect.
