The black and brown sequins look terrible, and the extra hem needs to go

I thought this was horrible until I saw the flapper comment, so I sort of get it. But I still can't tell what's going on at the bottom of the dress. The sequins and slit in the back put this dress over the top already, so why not just make the bottom fringed? If anything, it'd help bring it all together.
