Ugh. My mom has this same outfit, from the 90's. It's not vintage; it's dated.

Darn..so close! The colour would work despite its boldness because there isn't another tone or colour competing with it, which was smart of the designer. And at first, tho from the thumbnail it looked "frumpy" due to the loose top...I realized on inspecting closely that it was hanging separately - a device I now feel is darn smart for those of us who want to wear a daringly-TIGHT skirt on the bottom, and have a dress on though - not a skirt, but are self-conscious of our stomachs being too-pronounced by the tight fit of the same fabric on top. But because the neckline is SO conservatively cut, yet the skirt a bit too short for me, I wouldn't truly buy it myself. So, I'm reluctantly saying no..darn!
