This is a very cute dress that has potential. The combination of fabric, print, ruffle and flutter sleeve give me a fairy or fantasy vibe. But the dress lacks balance because the neck ruffle overwhelms the flutter sleeves. Either reduce the size of the ruffle or eliminate the flutter sleeves. Maybe even change to a sweetheart neckline accented by a tiny ruffle that would complement rather than complete with the sleeves. Oy. I gotta learn how to sew.
